On the morning of September 17, School of Public Management of SCUT held its 2011 Opening Ceremony and MPA off-campus supervisors’ appointment ceremony in the Eastern School Stadium. Zhang Zhengang, deputy secretary of SCUT CPC Committee, attended the ceremony and gave a speech. Part of Guangdong Province party and government officials, the leaders of some colleges and universities, and the dean of Graduate School of SCUT participated in the ceremony.
Zhang Zhengang expressed his sincere thanks towards the 18 MPA off-campus supervisors. He said that the MPA off-campus supervisors had three characteristics. Firstly, they were all distinguished alumni with tight relationships and strong affections to SCUT. Secondly, they were all excellent leaders, and having remarkable achievements in various fields. They are good at helping students to combine theory and practice. Thirdly, they are good experts with rich experience and strong theoretical foundation. Zhang Zhengang also hoped that the freshmen to be ambitious and set the sight high, diligent in study, cooperative and innovative, accessing to new sublimation of moral belief, new construction of knowledge hierarchy, new development of individual ability, and new integration of interpersonal relationships. He also urged the students to deal well with the relationships of learned and accomplished, knowing and doing, idealistic and realistic, conservatism and innovation.
In the ceremony, Zhang Zhengang issued the appointment certifications for the 13 present MPA off-campus supervisors. Professor Wu Kechang, the dean of the School of Management and the MPA center, issue honorary certificates and rewards for Jiang Guigen whose paper was got the Fourth National Outstanding Paper Award and his supervisor Professor Fan Xu. In the afternoon, Ren Xiaotie, a MPA off-campus supervisor, the deputy secretary and the director of the Guangdong Bureau of Quality and Technical Supervision, gave a academic report entitled "Security guard against systemic risk regulatory model and the" at the gym.
It was reported that the purpose of appointing MPA off-campus supervisors is in order to innovate the training mode of the professional graduates. Promoting the new training method of "dual supervising" is a new initiative to enhance the communications between our school and the local governments. The departmental party leaders and the government officials are all with rich experience in the fields of public management, thereby hiring them as MPA off-campus supervisors can strengthen students’ ability of practice and improve the quality of training. Following last year the school had hired 16 off-campus supervisors, this year it continued to hire another 18 officials as MPA off-campus supervisors from the Provincial Party Committee Organization Department, the Provincial People's Congress election committee, the Provincial Public Security Bureau, the Provincial Justice Department, the Provincial Department of Housing and Urban-Rural Development, Provincial Quality Supervision Bureau and other party and government administrations.
